"Commission" means the Foreign Claims Settlement Commission of the United States created under Reorganization Plan Numbered 1 of 1954 (68 Stat. 1279). "National of the United States" means (1) a U.S. citizen, (2) a person who is not a citizen but owes permanent allegiance to the United States, and (3) a company or other entity set up under U.S. or state law (including Puerto Rico, the District of Columbia, or a U.S. possession) in which more than 50 percent of ownership is directly or indirectly held by people in (1) or (2); it does not include foreign nationals. "Property" means land and physical personal items that can be identified and valued.
