Claims for ownership in a U.S.-national entity are denied. Direct claims are allowed if the entity was not a U.S. national on the date of loss, regardless of percent. Indirect claims are allowed only if at least 25% of the entity was then owned by U.S. nationals. Awards equal the owner’s share of the total loss.
