Creates a Civil Liberties Public Education Fund in the U.S. Treasury. The Secretary of the Treasury will manage the Fund. Money in the Fund must be invested under section 9702 of title 31. Funds can only be paid out by the Attorney General under section 4215 or by the Board under section 4216. Up to $1,650,000,000 may be appropriated, no more than $500,000,000 in any one fiscal year, and money stays available until spent. The Fund ends either when an amount equal to the authorized $1,650,000,000 plus any earned income has been spent, or 10 years after August 10, 1988, whichever comes first. If money remains at that 10-year mark, investments will be sold, proceeds returned to the Fund, and any leftover will go into the Treasury’s miscellaneous receipts account.
