Title 50 › Chapter 53— TRADING WITH THE ENEMY › § 4311
During the present war, the President may ban imports from named countries if he finds public safety requires it and announces that ban. He can allow imports only under conditions he sets until he or Congress ends the ban. No port in one state may be favored over another.
