After hostilities end with a country the US was at war with, US persons (individuals or organizations) may donate and send relief items (food, clothing, medicine) to people if the items are only to relieve human suffering. For countries at war on January 1, 1946 the end date is this law’s enactment; for others it is the earlier of a Presidential proclamation or a concurrent resolution.
