Title 50 › CHAPTER 55 — DEFENSE PRODUCTION › SUBCHAPTER III — GENERAL PROVISIONS › § 4559
Regulations under this chapter are not covered by sections 551–559 of title 5. Except for procurement rules, they must be published in the Federal Register and the public must get at least 30 days to comment, consistent with section 553(b) of title 5. All comments must be considered, and the final rule must include written responses to those comments. The 30‑day step can be waived for temporary rules if the authorized officer finds urgent and compelling reasons, the rule is temporary, and the temporary rule’s publication includes that finding and a short explanation. Even then, at least 30 days of comment must be given before any rule is made final. Procurement policies or forms under this chapter must follow section 1707 of title 41.
