The Director of National Intelligence must work with other intelligence leaders to help and advise the FBI, the Committee on Foreign Investment in the United States (CFIUS), and other federal agencies when they review deals where a foreign entity of concern tries to buy private groups that hold biological data. That help covers attempts by the Government of the People’s Republic of China to obtain biological data in the United States or abroad, including by supporting foreign military, industrial, farm, or health systems. Within 90 days after December 18, 2025, the Director must brief the appropriate congressional committees on a formal plan to ensure intelligence support to agencies on these acquisitions, in line with Executive Order 14117 or any successor order, and on any extra resources or authorities needed. Definitions: “appropriate congressional committees” names the congressional intelligence and defense committees and certain Senate and House committees; “biological data” means multiomic and related information from humans, animals, plants, or microbes; “covered entity” means private firms that hold or work with biological data; “foreign entity of concern” is defined in section 19221(a) of title 42.
