Regulations under sections 4581 or 4582 must allow civil penalties. It is illegal for anyone to violate, try to violate, plan to violate, or cause a violation of any order, rule, notice, or ban under this subchapter. The Secretary can fine people the same amounts set in section 206(b) of the International Emergency Economic Powers Act (50 U.S.C. 1705(b)) and can make parties sell or undo a covered national security transaction in prohibited technology that violates section 4581(a). The President may tell the Attorney General to go to U.S. district courts for relief, including forcing a sale, to enforce this subchapter.
