The President must rely on, and can give duties to, the Secretary, the Secretary of Defense, the Secretary of State, the Secretary of Energy, the Director of National Intelligence, and other agency heads to run export-control work. Those officials must advise the President about security threats, use export-control powers to make and enforce rules to stop those threats, and approve how items and people are put on or removed from control lists, how lists are updated, compliance rules, and monitoring of how controlled items are used. Congress says these export-control actions should follow the export license procedures in Executive Order 12981 (1995).
