The President may let the Secretary create a help system for U.S. persons to follow these export rules. That system can include a way to give classified information, when needed, to possible customers, suppliers, or business partners. The goal is to help stop exports, reexports, or transfers inside the U.S. of items that could threaten national security or U.S. foreign policy. The President may also give security clearances to people who need them to follow these rules. Not later than 120 days after August 13, 2018, the President must send Congress a plan to help small- and medium-sized U.S. businesses with export licensing and other steps under this law. The plan must set up Commerce Department counseling on applications and how to identify controlled items, and include ideas for seminars and conferences to teach businesses about export controls, licensing, and related duties.
