Title 50 › Chapter 58— EXPORT CONTROL REFORM › Subchapter I— AUTHORITY AND ADMINISTRATION OF CONTROLS › § 4821
Most actions under this subchapter do not have to follow the procedures in sections 551, 553–559, and 701–706 of Title 5, except where sections 4819(c)(2) or 4843(c) say otherwise. Those judges may only preside over Department of Commerce proceedings. The President must notify in advance the Committee on Banking, Housing, and Urban Affairs of the Senate and the Committee on Foreign Affairs of the House of Representatives about any proposed changes to the Export Administration Regulations and must explain why the changes are being made.
