The President must review how federal agencies refer, review, and escalate export license requests for dual-use items and munitions controlled by Commerce or other agencies. The review must check whether current practices fit U.S. national security and foreign policy goals, and the President must send a report with the results to the appropriate congressional committees within 180 days after August 13, 2018. When the Operating Committee for Export Policy meets to settle export license disputes under the Export Administration Regulations, questions about jet engine hot-section technology, commercial communication satellites, and emerging or foundational technology may be decided by a majority vote. Appropriate congressional committees are: House Armed Services; House Foreign Affairs; Senate Armed Services; and Senate Banking, Housing, and Urban Affairs.
