Title 50 › Chapter 20— WIND TUNNELS › Subchapter I— CONSTRUCTION OF WIND-TUNNEL FACILITIES › § 511
NASA’s Administrator and the Secretary of Defense must make one plan to build transsonic, supersonic, and hypersonic wind tunnels for aeronautics research and testing, including sites at colleges and universities in the continental United States for training and study. They must update any unfinished parts as defense needs and science advance. The NASA Administrator and the Secretaries of the Army, Navy, and Air Force may build and equip these facilities when funding and legal authority allow. Any more work beyond that needs extra approval from Congress.
