The Secretary of the Navy may expand the naval site at the David W. Taylor Model Basin in Carderock, Maryland under the unitary plan by building a wind tunnel. The Secretary of the Navy is authorized, in implementation of the unitary plan, to expand the naval facilities at the David W. Taylor Model Basin, Carderock, Maryland, by the construction of a wind tunnel, including buildings, equipment, utilities, and accessory construction, at a cost not to exceed $6,600,000.
