The Administration may sign and keep contracts for tracking and data relay satellite services when money for them is included in a funding law. The services must be provided under the proper authorizations and funding. The government will not pay under the contract before the services start, except the contract can allow payment to cover possible costs if the government ends the contract early. Facilities needed for the work can be built on government land and the contract can let the government take ownership of those facilities when the contract ends. Each January the Administrator must report to four Congressional committees — the House Science and Technology Committee, the House Appropriations Committee, the Senate Commerce, Science, and Transportation Committee, and the Senate Appropriations Committee — with the projected total possible cost to the government from contract termination through the next fiscal year. The Administration’s authority to make these contracts continues until Congress repeals it.
