For projects expected to cost more than $250,000,000, the Administrator must obtain an independent life‑cycle cost analysis and report it to Congress before obligating funds, and, if practical and lawful, seek outside expert advice when making cost reporting rules. Implementation means work after preliminary design approval, such as design, development, launch, operations, disposal, and, for technology programs, testing and analysis.
