Requires the Administrator to compare the agency’s cost of doing a space activity with the price a private company would charge, using full-cost accounting. The comparison does not have to be done if another law says otherwise. commercial provider — a person or company that provides space transportation or other space-related services and is mainly controlled by non-government persons. State — each U.S. State, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and any other U.S. commonwealth, territory, or possession.
