Before buying, leasing, or expanding a building, the Administrator must first check if the need can be met another way. The Administrator must consider empty or underused buildings, land, or facilities in depressed communities; military bases or parts of bases that are closed or closing; or buildings the United States owns or leases for another federal agency that that agency’s head says are extra or not being used much. "Depressed communities" means rural or city areas with old housing, high poverty, low income growth, high unemployment, job shortages, or too many workers.
