The Administrator must send a plan to the House Science and Technology Committee and the Senate Commerce, Science, and Transportation Committee within 1 year after December 30, 2005. The plan must explain how the agency will protect workers from retaliation when they report serious, specific dangers to public health, safety, or mission success. The Administrator must start using the plan within 1 year after sending it. The plan must create a system that keeps reporters’ identities secret from the people complained about, gives one safe place to file complaints, lets reporters check case status, and teaches employees their whistleblower rights and duties and trains HR, managers, and supervisors. By February 15 each year, starting February 15, 2007, the Administrator must report to those committees how many concerns were raised (listed as safety and health, mission assurance, or mismanagement), what happened to each, including any discipline, and any suggested changes to stop retaliation.
