No later than 90 days after Feb. 28, 2017, the NASA Administrator must send a plan to the House Committee on Science, Space, and Technology and the Senate Committee on Commerce, Science, and Transportation. The plan must say how NASA can help current and retired astronauts, scientists, engineers, and innovators — including early‑career women — work with K–12 girls in STEM and encourage them to study STEM and consider aerospace careers. The plan must include a report on existing NASA activities with current and retired staff, explain how NASA can use its current powers to support their outreach, propose a program specifically for retired personnel, and identify any extra legal authority needed to run that program.
