The Administrator must give grants to colleges or groups of colleges so they can create one or more Centers for Research on Aviation Training and work with the agency’s relevant centers. The centers must study how new technologies and procedures, especially those that affect the aircraft flight deck and air traffic management, change what pilots and air traffic controllers need to learn. Colleges seeking funding must apply when and how the Administrator asks and must include at least a 5-year research plan. Grants run for 5 years and can be renewed if the center meets the research plan goals and any other requirements the Administrator sets.
