Title 51 › Subtitle Subtitle IV— Aeronautics and Space Research and Education › Chapter 403— NATIONAL SPACE GRANT COLLEGE AND FELLOWSHIP PROGRAM › § 40304
The Administrator may give grants or sign contracts to help space grant and fellowship programs that meet the goals in section 40301. Regular grants can pay up to 66 percent of a project’s total cost, except when paid with funds accepted under section 40303(c)(2). The Administrator can also make special grants that cover up to 100 percent of a project, but only if the applicant cannot meet the regular matching rule, the project’s benefit is greater than the public interest in matching, and the same benefit cannot be gotten through a regular grant or a contract under section 40305. Anyone may apply in the form and with the information the Administrator requires. Grant or contract money may not be used to buy land, buy or build or repair a building, or buy or build a launch facility or launch vehicle. Those things may be leased if the Administrator approves in writing. Recipients must keep records the Administrator requires for audits and evaluations for 3 years after a project ends, and the Administrator and the Comptroller General may inspect those records.
