Summary

The Administrator must set up a program with the agency, universities, industry, and other research groups to research, develop, and test aircraft technologies in real operating conditions. The work must aim to make takeoff and approach/landing noise no louder than the normal background noise around the airports where the planes normally fly, without raising energy use or nitrogen‑oxide emissions compared with commercial aircraft as of October 15, 2008, and to achieve significant cuts in greenhouse gas emissions compared with commercial aircraft as of October 15, 2008.
