Creates a Science, Space, and Technology Education Trust Fund in the U.S. Treasury by transferring $15,000,000 from the 1989 HUD appropriations act. The Treasury Secretary must invest the money in special U.S. Treasury securities and credit interest to the fund quarterly. That interest will pay competitive grants to improve science, space, and technology education. The Administrator, after consulting the NSF Director, awards grants competitively and requires matching funds from non‑Federal sources. The fund must pay $250,000 each calendar quarter to the Challenger Center, and the Administrator must send Congress an annual report.
