Congress asks the President to keep GPS working everywhere around the world and not charge users directly. It also asks the President to make agreements with other countries and international groups so GPS and its add-ons become a global standard, remove foreign barriers to using GPS, and give clear direction and enough funding to the Assistant Secretary of Commerce for Communications and Information so they can manage and protect the radio frequencies GPS uses from interference.
