The Administrator must, when it fits the scientific or educational needs and is cost effective, buy space science data from commercial providers. Space science data covers three things: elemental and mineral information about the moon, asteroids, planets and their moons, and comets; microgravity acceleration; and solar storm monitoring. These purchases must follow federal acquisition laws and rules, including chapters 201–285, 341–343, and 363 of Title 10. The data are treated as a commercial product or service, and the government can obtain enough rights to use the data for science, education, or other government work. The government may require safety standards. The Administration may not give financial help to develop commercial systems to collect this data.
