The Administrator must run a commercial technology transfer program to help share services, products, and intellectual property between the Administration and private companies. The program must focus at least as much on moving Administration technology out to the private sector ("spinning out") as on using private-sector technology. It must give clear benefits to the Administration, the domestic economy, and the research community, and protect national security. When running the program, the Administrator must give program participants at least 45 days’ notice of any proposed changes to the Administration’s technology transfer and commercialization organizations that were in effect on December 30, 2005.
