Licensees must let the Secretary of Transportation place a U.S. government officer, employee, or another person as an observer at places the licensee uses. That includes launch and reentry sites, contractor production or assembly sites for launch or reentry vehicles, non-government training sites for crew or spaceflight participants, and places where a payload is attached. The observer will watch activities as the Secretary thinks reasonable to check license compliance and carry out duties under sections 50904(c), 50905, and 50906. Licensees must cooperate. If funds are provided in advance by an appropriations law, the Secretary may hire a contractor to act as the observer.
