The Secretary cannot issue, transfer, or waive a launch license for any payload that carries obtrusive space advertising. A person or company holding a license also may not launch a payload with obtrusive space ads. Nonobtrusive commercial advertising is allowed, for example on commercial spacecraft, space infrastructure payloads, launch sites, and launch support facilities.
