Create a Landsat 7 data policy that must make unenhanced (raw) data available to anyone at the cost of fulfilling requests. It must deliver that data quickly and reliably to civilian, national security, commercial, and foreign users and to the National Satellite Land Remote Sensing Data Archive. The United States must keep ownership of all unenhanced Landsat 7 data, help grow a commercial market, and leave value-added services to private companies. Where possible, the system must work with the Earth Observing System Data and Information System (EOSDIS). The policy may let U.S. private companies operate U.S. ground receiving stations, allow other direct access by private entities, and allow the U.S. Government to charge a per image fee, license fee, or similar fee to station operators or distributors.
