Commercial payloads can't be the Space Launch System's main payload unless the Administrator finds it needs the SLS's unique abilities or the launch matters for national security or foreign policy. Launch vehicle — a vehicle made to go into space. Payload — something sent into space by a launch vehicle; includes parts made for it.
