NASA may carry out step-by-step missions to in-between destinations on a timetable set by available funding to help reach the goal of human exploration of Mars. NASA must include any such missions in its human exploration roadmap. NASA must work with international, university, and industry partners to keep long-term space exploration cost-effective and to make current activities useful for future Mars habitation. Once a project enters development, NASA should, within budget limits, finish it as much as possible without unnecessary delays. The President may invite ISS partners and other countries to join a U.S.-led international effort to send people to Mars.
