A commission must have 15 members. The President picks all members and names the Chair and Vice Chair. Four congressional leaders (Senate majority and minority leaders, House Speaker, House minority leader) each give the President a list of candidates, and the President may choose one person from each list. No federal employee or Member of Congress may serve. Members may not have a current or pending contract with the Administration. The President must avoid appointing anyone whose relationship with the Administrator would be a conflict of interest. When possible, members should bring human-spaceflight, investigative, and legal experience and reflect diversity. All members must be appointed within 30 days after the incident. The commission must meet and start work as soon as possible. After its first meeting, the Chair or a majority can call meetings. Eight members make a quorum. Vacancies do not stop the commission and are filled the same way as the original appointments.
