The Administrator must create a committee called the International Space Station National Laboratory Advisory Committee under chapter 10 of title 5 no later than one year after October 15, 2008. The committee must include people who represent organizations that have formal agreements with the Administrator to use the United States part of the International Space Station, including allocations within partner elements, and the Administrator must pick a chair from those members for a 2-year term. The committee must watch and evaluate how the ISS is used as a national laboratory and research platform and make recommendations. It must send a report with those assessments and recommendations to the Administrator at least once a year, or more often if a majority of the members want. The committee will exist for the life of the International Space Station.
