Congress says poll taxes stop poor people from voting, do not serve a valid state purpose, and in some places have the effect or purpose of denying votes because of race. Using its powers under parts of the 14th, 15th, and 24th Amendments, Congress directs the Attorney General to file suit right away in the name of the United States to stop any law that requires a poll tax or a substitute enacted after November 1, 1964. Federal district courts will hear these cases with a three-judge panel under 28 U.S.C. 2284, and appeals go to the Supreme Court. The judges must schedule the case as soon as possible and move it along quickly.
