The Administrator must give extra money to any State that received less than $5,000,000 under sections 20901 or 20902. The extra payment equals the difference between what the State already got and $5,000,000. For Puerto Rico, Guam, American Samoa, and the U.S. Virgin Islands, the cutoff is $1,000,000 instead. To make those extra payments possible, the Administrator must cut the amounts paid under sections 20901(d) and 20902(c) proportionally as needed.
