The law provides $650,000,000 for payments under this part. Half of that money (50 percent) must go to payments under section 20901 and half (50 percent) to payments under section 20902. Money a State gets under this part stays available to the State without a fiscal‑year limit, except as noted below. Some money must be sent to the Election Assistance Commission to make required payments under its program. That includes any amounts a State paid the Administrator under section 20902(d)(1) and any of the $650,000,000 that were still unobligated on September 1, 2003. If a State has an election fund under section 21004(b), funds from this part must go into that fund. The Administrator may also be given whatever extra money is needed to run these programs.
