The Commission must act as the nation's central hub for collecting and sharing information and for reviewing how Federal elections are run. It does this by doing six main jobs: creating and keeping voluntary voting-system guidelines and a record of state and local experiences; testing and certifying voting hardware and software; doing studies and other work to improve election administration; running election-assistance programs and training on grants/payments; issuing voluntary guidance; and running the Help America Vote College Program.
