A federal commission, working with the Secretary of Defense, must study the best ways to help service members away on duty and U.S. citizens living abroad vote. The study looks at things like where those voters count as residents, how they register and get secret absentee ballots, applying early, when ballots should be mailed and how long before the receipt deadline, getting voting materials to them quickly, protecting security and privacy, using one form for all federal elections or a combined registration/ballot request, using fax or electronic transmission, and other related voting issues. No later than 18 months after October 29, 2002, the commission must send a report to the President and Congress with its findings and recommendations.
