The Commission must study how section 21083(b) affects people who register to vote by mail. The study must look at first-time mail registrants who later vote in person, whether the rule helps keep incorrect names off voter lists and makes sure eligible people are included, and how it affects state ID checks or other verification steps and possible fixes like extra verification or more information on the registration form. The Commission must send a report with any suggested changes for election officials or new laws to the President and Congress no later than 18 months after section 21083(b)(2) takes effect. Within 18 months after section 21083(a)(5) takes effect, the Commission, working with the Social Security Commissioner, must study and report to Congress on using Social Security numbers or other Social Security Administration data to set voter registration, eligibility, or ID rules. That study must cover matching records to individual voters, effects on national security, and whether privacy protections or waiver procedures are adequate.
