The Commission must study problems and challenges that come from using communications and Internet technology in federal, state, and local elections, with special attention to the risk of election fraud. The study must look at things like security and minimum certification standards; ways to use the Internet for registering voters and voting online and the rules needed to do that; effects on turnout, voter education, access, outside influence, privacy, and vote counting speed and accuracy; whether online tools could help with candidate information and voter contact; rules for collecting and storing electronic messages used to register or vote (including absentee ballots); costs and possible savings; and what online technologies are now or soon will be available. By 20 months after October 29, 2002, the Commission must send a report on the study to the Committee on House Administration of the House of Representatives and the Committee on Rules and Administration of the Senate. The report must include any legislative recommendations or model State laws needed to address the findings. The Election Administration Commission must also post the report on an Internet website.
