The Commission must study, with the United States Postal Service, whether the Postal Service should waive or reduce the postage cost for absentee ballots returned by voters in federal general elections, except for ballots covered by section 3406 of title 39. The study must include a survey of people who would benefit, such as older adults and people with disabilities, and use those survey results. The Commission must give Congress a report no later than one year after October 29, 2002 (by October 29, 2003). The report must estimate the program’s costs, say whether it could be used for the 2004 federal general election, and include ideas for targeting older adults and people with disabilities and for increasing their voter turnout. Postal Service means the United States Postal Service.
