The Secretary of Health and Human Services must pay eligible states and eligible local governments money. They must use that money to make polling places and the ways people get into and move around them accessible for people with disabilities, including people who are blind or visually impaired, so they can vote with the same privacy and independence as other voters. The money must also pay for information and outreach about accessible polling places and for training election officials, poll workers, and volunteers to help people with disabilities vote in federal elections. Payments had to start as soon as possible after October 29, 2002, but no later than six months after that date, and then must be made at least once each year.
