All contracts, debts, records, property, and other assets tied to the Federal Election Commission offices and functions moved under this part are given to the Election Assistance Commission so it can divide and assign them. Staff who work for those FEC offices and functions are moved to the Election Assistance Commission. Any full- or part-time employees in permanent jobs must not be fired, moved to a lower grade, or paid less because of the move during the 1-year period beginning on October 29, 2002.
