Except as allowed in section 21083(b) for the National Voter Registration Act of 1993, nothing in this chapter lets anyone break or override certain other federal laws. It covers six major laws, including the Voting Rights Act, the National Voter Registration Act, the Americans with Disabilities Act, the Rehabilitation Act, the Voting Accessibility for the Elderly and Handicapped Act, and the Uniformed and Overseas Citizens Absentee Voting Act. If the Administrator or the Commission approves a payment or grant under these subchapters, or if the Commission or a State takes other actions here, that approval does not change or remove the need for preclearance under section 5 of the Voting Rights Act or any other requirements of that Act.
