The Director must create and update a general management plan for every National Park System unit, including places in the national capital area. By January 1 each year, the Secretary must send Congress a list showing the current status of making or revising each plan. Each plan must explain how resources will be protected; what kinds and levels of development for visitor use and movement are planned, where and when and the expected costs; the visitor limits (carrying capacities) and how they will be enforced; and any possible changes to the unit’s outer boundaries and why.
