Each National Park System unit must write and publish a 5-year strategic plan and an annual performance plan that follow the Service’s overall strategic plan. As part of the annual plan, after getting its appropriation from the Operations of the National Park System account but no later than January 1 each year, the superintendent must publish the current fiscal year budget. The budget must show money for resource preservation (including resource management), visitor services (including maintenance, interpretation, law enforcement, and search and rescue), and administration, and must show how much in each area comes from fees kept that year, such as special use permits, concession franchise fees, and recreation use and entrance fees.
