The Secretary must have the National Park Service do a full study of public parks, parkways, and recreational areas across the United States, except for land managed by the Department of Agriculture. "State" means any State, the District of Columbia, Puerto Rico, Guam, and the Virgin Islands. No study may happen in a State without approval from the State officials or agencies that control the land. The study should gather information useful for planning coordinated and adequate park and recreation facilities. The Secretary, through the Park Service director, must ask for help from federal agencies that manage federal land and may work with other federal agencies, States, and local governments. The Secretary may also help States and local governments plan and cooperate on parks, using the Park Service and state or local agencies chosen by the Secretary. Two or more States may negotiate agreements about planning, creating, or running parks and recreational areas. Those agreements only take effect after the participating States’ legislatures and Congress approve them.
