Officers and employees of the Secretary who work on mining rules under this subchapter or laws changed by the Mining in the Parks Act (Public Law 94–429, 90 Stat. 1342), and who have a known financial interest in a person covered by those rules or in someone holding a mining claim inside a System unit, must file written disclosures. The Secretary must define "known financial interest," set up how disclosures are filed, reviewed, monitored, and enforced, and send Congress a report each June 1 about the prior calendar year's disclosures and actions. The Secretary may exempt certain nonregulatory or nonpolicymaking jobs. Criminal penalties are in section 1865 of title 18.
