No solid waste disposal site can operate inside the boundary of a System unit except in two cases. One exception is any site that was already operating on September 1, 1984. The other is a site that only takes waste produced inside that same System unit, and only if it will not harm the unit’s air, land, water, or natural and cultural values. The Secretary must write rules to enforce these limits. Those rules must include reasonable measures to reduce damage from sites that were operating on September 1, 1984, to property of the United States.
